You need to go through Red Rock Pass. You'll learn to ice skate somewhere on the other side

Where do I learn how to skate? I believe I need the skill to proceed but I seemed to have missed the house in whichever town where I can learn the skill.

Well I tried crossing the pond and yes I know you have to go into those building with tree symbols on them to learn things but, where do I learn to Ice skate? :o

You go to the Intelligence Agency in Stormbend. You must go through Red Rock Pass. Talk to the nearly-dead guy and then go into the cave and find a group of six bandits. They're pretty hard, so don't go there if you are too weak. Then you can continue.
