You don't need to redownload GoN. The voice pack includes all the updated files/programs that you need.
People who haven't purchased GoN won't be able to download and play the voice pack, unless they purchase and install GoN first.

I don't believe so, since the voice pack shouldn't affect the portal wrappers, plus I *believe* the LoT voice pack is compatible with other portals, but I'm willing to be corrected by higher authority.
