I think they sell it in Verashema... but someone better should confirm it yet because I'm not 100% sure... so many items and towns in the game...

you can also find it in the corpse of the enemies only on special occasion (like you have an enemy near you,example the magic mushrooms for saving aisling)

Luz_Melian is right. Only Verashema's General Store sells Elixirs.

The store in the upper left of Verashema is the only store that sells Elixir. And the merchant in the Jewels Mines is the only place where you can buy Snap Dragon Eggs.
