When "Tobi" took off his mask to show Kisame, Kisame responded with Mizukage So now I'm sure it's Madara's ghost/soul/whatever in the Fourth Mizukage's body.

So, we still don't know who Tobi is, though it seems it's someone Madara knows. I do know one thing: Madara is simply amazing. (And Kabuto was awesome too~~~)

Now waiting for some Sasuke and Itachi's awesomeness
