I am level 75 now and Trevor still hits me for a one shot hit of 2500+. Even with elixir I can not survive that kind of attack on expert difficulty mode.
Is the tournament not doable on expert mode?

Of course it's doable on expert mode. The game makers wouldn't put something in the game if it wasn't possible to achieve.
You may need to upgrade your equipment, or level up some more, or both. Also, when I fought Trevor, I found blizzard scrolls very helpful.

If you can give Trevor Plauge with a Plague Scroll on your first hit, then you can just keep using Elixir on yourself every turn and eventually he'll lose all his health on his own.
