MS Paint, Photoshop, whatever your choice image editor is. that's all you really need.
i think what shaz did is she took the facesets that were in the faceset goodie and just spliced them all together in paint (or photoshop, or whatever her choice image editing program is) and then saved it as a reasonable size for a signiture and uploaded it to photobucket (or imageshack, or whatever her choice image hosting site is) pretty much the same way as the rest of us got our signitures
